    This is what I usually do and may be helpful for other people.

    How-to: Admin Panel (CP) > Users & Groups > User options > Allow quick reply: Yes > click save

    Maybe it's the version of the site, I'll see what the problem is

    EDIT: Try this;

    AP=> General => Messages&Email=> Configuration

    Allow Quick Reply : Yes

    K i got it for you.

    First go to Admin Panel and Log in. Then Click Advanced (highlighted below)
    New Quick Reply? Help1g

    Then go to General and under Messages & Emails click Configuration (highlighted below)
    New Quick Reply? Help2

    Then scroll down til you see "Allow Quick Reply:" and put Yes (highlighted below)
    New Quick Reply? Help3

    And thats all! Very Happy
